Chatting with Officials
It was the end of another school day at Hogwarts. The sun was setting behind the mountains, and a small breeze blew the leaves of the trees.
Up on the fifth floor of the castle was Joseph Witchard, in his office. He was trying to make sure no Dementors ever set foot in the castle. He was stating his case to Kale O'Malley, Senior Undersecretary to the Minister of Magic, and Lisa Summers, also from the Ministry.
"I don't want them here," said Joseph shortly. "They're uncontrolled beasts, I don't even want them to set foot on the edge of the Grounds!"

"It is not for you to set conditions such as these, Professor," said Lisa coldly. Everyone around knew how Lisa Summers felt about Witchard, but today she particularly loathed him for not caring about school safety.

"Mr. Witchard, I am afraid you shall need a better argument than "no, I will not allow it." I am afraid that I must agree with Ms. Summers. Unless you can provide a real argument as to why I should not send the dementors here, they shall come. It is for the safety of the school. I think that is somethiing that you should think about," said Kale camly.

"You remember what happened at Azkaban, eleven years ago, Kale," said Joseph slowly. "You know what they do. You know what they're capable of. I fear you'd be putting the students at bigger risk than they are now."

"Sir, do we really have to listen to this?" Lisa said to Mr. O'malley, rolling her eyes.
Turning to Witchard, she said, "That's all very well, Headmaster, but that was eleven years ago, as you just said. That has nothing to do with today."

Leaning subtly against the door of the Headmaster's Office were four students, trying their best to all listen. "Dementors? At Hogwarts?" asked a blonde Ravenclaw worriedly in a hushed whisper.
"Are they mad?" an equally blonde Hufflepuff of the same age questioned.
"Hush, Kimmy!" Mike Bailey, a third year student, said quickly, for his sister spoke somewhat loudly.
The other--Mark Bailey--remained silent, but tried to push his way against the other three to hear for himself what was happening. The four students remained pushing against the closed door of the Headmaster's Office, disbelievingly.

"Very well, continue with your observation and report back any changes." Ryan Townslow instructed ending his conversation with a hooded figure in one of the castle portraits who promptly bowed their head and stepped out of view, presumably into a different frame. Ryan Townslow had arrived at the school a few hours ago and had been running around apparently keeping to some sort of schedual and now turned from the motionless painting and glanced down the long corridor his ususal thoughtful expression in place.
The tall dark blond haired man then made his way through the corridors and up the staircases of Hogwarts toward the Headmasters office straightening his cuffs out of his long black travel coat as he went. As he got to his destination however he stopped for a moment seeing a group of students crowded around the entrance portrait where for some reason, yet another person was not occupying their frame, which Ryan figured was the reason the students hadn't been shooed away.
All four of them were concentrating so hard on trying to hear what was being said from the room beyond Merlins portrait that they didn't seem to have noticed the Ministry Official in the corridor just behind them. Raising an inquisative eyebrow, he swept forward almost silently, coming right up behind them as they pressed in on the doorway and saw that they were still oblivious to his immediate presence. "Are they saying anything of interest?" he said in a low whisper.

Riley's eyes widened, for she knew the voice did not belong to a student. Mike, the younger of the two boys, also realized this, and turned to face the man. "Uh..." was all that he was able to mutter.
"Yeah-- Yeah, dementors... here!" the older of the boys, Mark, said in a hushed voice. He recieved a slap from Riley for being so dumb, and Kim responded by saying, "Shh... they're saying something." She, too, inevitably recieved a slap.
As the four came to terms with the fact that they had, indeed, been caught, Mike was the first to speak. "Uh... who are you?" he asked, not in a rude way, but mererly curious- mostly to know if they'd gotten in any real trouble since this man did not appear to be a professor.

Having leaned over the shoulders of the two students who at first hadn't realized he was no child, he listen into the room beyond the painting slowly saying in a more gruff and natural voice, "Well ... I'd say that's a bit excessive." Stepping back he raised an eyebrow and smiled, as he watched the four students realizing that they had just been caught red handed. Raising both his hands gently as a signal of mean-you-no-harm, "Don't worry ... I'm not here to turn you in." he whispered kindly then looked to the younger boy as he asked who he was. "Oh, What a question to ask." Ryan said with a little laugh, "My name is Ryan ... And I'm going into that meeting." he said pointing at the portrait they had been straining to listen through.
Unlike most adult authority figures he wasn't troubled by the manner in which the boy had bluntly spoken to him in. He was in fact not a very well know man ... Even among the people he worked with as he worked in the highly secretive department of Mysteries at the Ministry of Magic. His department performed many functions and were so secretive that they worked outside of standard Ministry guidelines and regularly did work that would never be authorised. In fact even the Minister for Magic himself knew only one thing for certain about the Mysteries department ... That aside from these secretive duties, they did many of the jobs that people didn't want to know about.
With another kind smile he waited for a moment before saying to the boy, "Umm ... I'm going to need to get through there." he said as the boy was still obliviously standing in his path, "and then I'll leave you to your little meeting," he said winking, "but I do suggest that you stay out of sight until I'm inside ... If I'm not mistaken, Miss Summers is present and she doesn't take kindly to eavesdropping." he added warning the children, knowing only too well how she had been appalled to find out once that his department carries out continuous internal Ministry surveillance ... Of course her memory was skilfully modified shortly afterward as was standard Mystery department procedure so she had no memory of the departments activities.

"Oh I think it has plenty to do with today, Madam Summers," said Joseph. "You honestly think that something like that will never happen again? You don't even consider the fact that a Dementor could decide he can move on the bigger things than Azkaban Prison?"
He looked at Kale, his old friend, then looked Lisa straight in the eye. "You believe one hundred percent that the students will remain safe around them?"

Lisa stared Professor Witchard straight in his brown eyes. "One hundred percent," she replied. "There are no Dementors outside of Ministry control. The incident at Azkaban eleven years ago was tragic, yes. But it's time we move on."
She reached into her robe and pulled out a pocket watch. As she examined it, her eyes widened. She had not realized her and Kale had been there so long. "Kale, we've got a meeting back at the office. We're short on time."
Obviously relieved that they weren't in danger of any type of punishment, the four students immediately became more relaxed. A smile almost seemed to break out upon Riley's face, but she struggled to suppress it, knowing that they were still breaking rules even though the man who introduced himself as Ryan was obviously not any type of threat to their small cause.
The quartet simultaneously nodded as Ryan announced that he needed to get through. "Oh, right," Kim said with a nervous sort of chuckle, pressing herself up against the wall adjacent to the portrait that guarded the door of the Headmaster's Office.
Riley, too, nodded and followed her classmate's lead, going against the wall. The boys seemed somewhat clueless as to what to do, feeling awkward standing in the man's way. Riley and Kim could both sense this somehow, and pulled the two younger boys against the wall with them.
"Sorry," Mark and Mike muttered when they realized they'd been in the way. The four stared up at the man, since it was obviously his move to make now, into the Headmaster's Office. They watched him, as though observing. Kimberly and the two boys had practically identical smiles, and Riley's was similar in a way that they all looked as though they were trying very hard to appear as innocent as possible. The four knew that, while backed against this wall, if the portrait were to swing open to allow Ryan in, it would conceal them from view, and thus they were safe from the infamous Lisa Summers.

Joseph simply looked Lisa in the eyes. He gave her a smile, but only because he was picturing her funeral when he gave his performance of Ding Dong, the Witch is Dead!
