Gate neck quest question
At the end of the second stage, you get back a parchment and the gate neck piece. I have now collected the 4 elemental pieces I need, I head over to the bank to find the parchment...and I cant find it anywhere (must have been tossed out with the spring cleaning).
When I hail the lady that completes the third part of the quest, she wont talk to me (she wants the parchment). When I go back and talk to the gnome that completes the 2nd part of the quest (hoping to coax the note out of him again), he gives his regular speech about buying his wares, when I say I am ready, he says 'ready for what' or something like that and wont even give me the box for the second part of the quest.
Im dreading that Im probably going to have to do the quest over from scratch, not that itll be particuarly difficult, just that itll be time consuming (some pieces took me hours when I was concentrating on them) in zones I havent visted for ages...well because Im tired of them.
I tried to petition last night and the apprentice gm said it would have to be passed to the head gm and he would have to find me online and that I needed to keep petitioning, just wondering if anyone had encountered this issue before and what they did.

I had a similar issue with the froglok stone quest when it was first implemented. I deleted the pestle and mortar or whatever and was unable to get another from the quest npc, however in this case I was also unable to start the quest completely over because once you start the quest it flags your character and you cant "begin" it again. I had to petition and it was replaced and I was able to continue on with the quest.

I would recommend you do an online petition to you server GM off of the EQ live site.
That way the buck wont get passed, they can look at your char and verify you have the prior necklace and reimburse you while you are offline.
Normally it take 3 business days for them to get to you, but it does work.

Update: I petitioned each time I logged in and didnt have a petition in queue (think they go away after a couple of days) and I emailed my server GM once.
He showed up last night, I started to go over the quest and the situation I had gotten myself in when he replied that he could see I finished the 2nd part of the quest, he appeared, handed me the schematic parchment and warned me to make sure I dont destroy future quest items I may need.
