Kromif Giant Helm
Can anyone tell where the npc is after serveral patch recently??
and i can't find the bank too..

Bank is just past kitchen and no idea where Helm quest dudes are.

if you mean the skyshrine NPC that accepts giant warrior helms for faction, it is Lietenant Milven (a named drake) who is near the old Ziglark Whisperwing spawn (enter SS from WL, take a right past the gates).

That same NPC accepts both frost and storm giant toes also.
