Make sure it really is a .scr file. I've gotten .exe attachments that were called "attachment.doc" to make you open them and run the file.
Best thing to do is send paypal a message. Check their website and find out the right addy (it may be spoof@paypal.com but I could be wrong). I got a fake email from someone about paypal a few months ago and paypal CS got back to me within a matter of hours I think.

Whether it really is a scr or not, Paypal isn't going to send you a screensaver. Delete and move on.
If you're really worried, log in to their website (by typing in paypal.com, not following links from the email) and look through your account records. If there's anything wrong it should be posted there too.

A huge percentage of .scr that come via unsolicited emails are viruses!!!
