[Looks like you've got a consensus (hallelujah).
Here's a general map of the block containing Uruul's shop:

Important things to note:
The map is not exactly to scale, or entirely accurate. Your only source for what the courtyard looks like is Pogar, and he was only stealing glances from the street.
To the east of Uruul's shop is a block containing what is essentially the kuralitai barracks.
Yashai's house is two blocks to the east.
To the north and west of the block containing Uruul's shop are the normal alleys and crowded two-story buildings common to the rest of Dobrug. That includes clusters of homeless refugees and bivouacked mercenary camps. The larger map of Dobrug only shows the major structures - in reality the streets are cluttered with human detritus.
Red dots show the general locations of kuralitai guards as Pogar saw them.

Ulwe looks over the crude map drawn by Pogar. He leans far over and close to the table bracing himself with his hands. He nods over Madragar and says to the mage "I am inclined to agree with Pogar that the Mists and Fog will arouse undue suspicion. I will reserve those for our escape. Can you climb outside Uruul's window and enchant him with slumber?"

"Perhaps I could persuade some of my watch friends to help cover our escape as well," says Ruglan, slurring his words slightly. "I do not want them to get into a block-wide brawl though."
"I will also ask them if they have any information about shipments going to the merchant." "Perhaps we could lure him out, if one of his loads of goods was held for inspection and his presence was requested to verify it's contents."
Ruglan will examine Pogar's map and see if there are any other ways to easily leave the area or a path that would be advantageous to take with retreat in mind.

"I can try. Though were I guarding this man, I'd be sure to have some guards inside as well. And at least one dog. I'd like to take Atan and Janes with me. And we should bring some raw meat laced with a sedative."

"The hour grows late. Let's set out and do this. We should approach from the North. Madragar and Janes [Gm is Atan in this?] should espy the area to see if our quarry is in his upstairs abode. Then Madragar can use one Khelzhad's scrolls to send a message with Whispering Wind to the rest of us waiting nearby. The warrens of hovels and encampments should provide us cover while we wait. If the mage and innkeeper run into trouble we can swiftly move to support them."
"The waiting area will be our first rallying point. I know of an empty warehouse where we can take Uruul, or hide out if we need to. This is our secondary rallying point. We should avoid Jane's Place in case we get followed."
"Madragar, Pogar or Khelzhad do you have anything you wish to add to or subtract from this plan?"
