Yep, it is true. I decided to start my high-elf mask quest the other week, and I snagged the note off of the exterminator. I've been too lazy to make my way back down to neriak after a few noteless spawns however... :P

My best guess would be that when they added those npc, the loot table was done from random items in the zones and they forgot to exclude those quest items. So for new source of parchments, I would guess the NPC that are as recent additions as the exterminator would have a chance to have it.
