Stanos is part of the Ragebringer quest. You can check the guide in the Library for info on getting him to spawn.
Do you need to be over 50? I don't know. I am so I can't say.
Do you need to do the pouch quest first? No. I never did it, I just walk up to Anson and say "I need to see Stanos" and he spawns.
As for the cap, the cap is 20 on tradeskills. Make poison is not a trade skill, it's a class skill. It can be trained to 200 at a regular trainer, and higher with Stanos.
Personally I got up to 218 this weekend and whipped up my first batch of mind melt. Nice poison there.

Another trick, if you have a high make but a low apply and want to save a few plat...
Do the Snake Venom Quest with Toxidl in WFP...
For 2 Venom sacs, and 50gp you get a non-trivial Snake Venom Poison..
No making or buying vials.
No running to different vendors for components.
I now save any snake venom sacs my alts used to loot then give away or sell and pass them to my main when I am near Freeport.

Why not just make your own snake poison? It is much cheaper than 5pp to make it yourself.

Is it if you buy the vials and suspensions? I'll have to look. I just found this much easier.
At 181 pottery and mid 130's in make, I'm ONLY making Sealed Vials, won't waste skin on Regulars so forget what they are worth.

to spawn stanos in the secret smugglers camp simply say "i need to see stanos" to the named guy standing near his spot, sometimes a smuggler ph is in his spot so you have to wait a long while or clear the whole smuggler camp(not an easy task as some are as high as 50 and they all help eachother)

I think you need to have indif or better faction with Smugglers to spawn stanos, the only reason there is a pouch quest is to raise your faction.

well only one problem here i play on SZ and i'm a evil rogue and i can't go to any of these zone's it's just pure death i would be pk'd in one secound any other help you can give would be really use full thx

The same as to train any other skill. The price goes up as you get higher and higher. Over 200 you're paying over 100 plat per increase. It's still cheaper and easier I think

From which trainer? I have a silver piece that says you looked in Frionia Vie. The trainer in FV has never offered those skills for some reason, about which we can only spectulate. Go to a regular trainer and you'll find them, as you will with Stanos and Anson.

After much frustration with poisons I finally got my unmarked skill which was not even numbered, all the way to 215 in a little more than a weekend about 2 mos back
I have not really seen it move from there I must say, after countless attempts in FV. I will try Stanos tonight I think, seeing as how he was a gem I did not know about prior.
<sad too, seeing as how I have my epic already LOL>

Yep worked great at thur trainer, but dumbass me spent like 30 points the other day on other crap only had about 5 to use for poison. thx again to Furina for posting this helpful guide & Kayleigh for helping me.

Thanks Lemac - found her last nite - blew 500 p and only moved me make poison to 115. :( So time to hit the bank and dig a lil deeper I guess. I do dig the undead DD spell that poision makes from Kings Thorn. The bone chips I looted after testing were much smaller than normal... hehehe

So I finally got around to starting poison making again... when last I used it, I was at 23 skill. I had a slew of practice points, and some extra cash... ally to dwarves, so I went there. Went from 23-110 in make poison on about 250pp. Still have a decent mess of practice points left, but I'm hanging on to those for the 200+ skill raises I think. Granted that leaves my apply pretty low, but that's fine, I have more patience on that.

Once you get over 100 in apply, you really won't fail any more in applying poison so it's somewhat moot after that.

I wouldn't go the using skill points at the trainer route for 200+ make poison.
Reason: Spirit of Sloth buy-back price with Brak is greater than the component cost, raising 200-250 skill with him, while selling back the successes, is actually a net profit.
