You are missing Keeper of Souls and Saryn here. It doesn't recognize a Saryn kill at all, or you'd get "You attempt to recall your defeat of Saryrn, but whenever you try to focus you feel a searing pain on your arm."

Since you lack Saryn, you don't have the Cypher (Saryn + Marr), so can't understand the notes.
To resolve:
A) kill Keeper of souls, this resolves Tylis.
B) kill Saryn
C) go to Librarian, Hail (important), this completes cypher.
D) Go to seer, unlock/guided to make sure
E) back to Librarian, hail, New Lore. This open Sol Ro tower.
F) seer, unlock/guided to make sure. This should resolve Elements. If not, repeat E&F till it does.

Listed below are the messages I get from the Seer. Now a couple things that I want to make sure of. I’ve been told the only way into PoTactics is either Killing Behemoth or doing a quest in PoS. I haven’t done a quest in PoS, but I can zone into Tactics, so I must have have killed Behemoth (I thought I did). And if I killed Behemoth and TZ and VZ the message : “Giwin would like you to find him in Drunder so he can present you to Rallos Zek.´which I do not have, would disappear.
However, I can’t seem to clear the Vallon’s note’s line, and the Librarian says I should get the answers to those notes. The Cipher of the Divine Language says I have Saryrn and MM done, so the only other thing that should be holding me up is a TZ kill, right? But is I didn’t kill TZ, why don’t I have the Giwin line?? Please help before I shoot myself. (not really)

I've gone back and forth between PoT, talking to the Gnome, Hospital in PoTranq, and top floor of the Lib in Pok Hailing Malin...nothing seems to work.

You have Vallon and MB (if no MB, you'd get "but it'l likely notghing") The Gwin line goes away with the death of either zek, so you are missing Tallon.
A) Kill Tallon
B) Seer guided dance to resolve Tallon
C) guided to resolve Sol Ro tower
D) visit the Fire drake in PoT for PoF preflag.
E) normal progression (kill RZ for elementals, kill Sol ro mini for tower, kill so ro for fire)

Looks like i'm missing something, but I really have no idea, and want to be sure i've got everything working since we're starting in on elementals. I've killed all the stuff, gotten the flags/preflags that I know about, so I *should* be good to go, but it doesn't hurt to make sure.
