Worker Sledgemallet
I was bored and needed something to quest. Did this the long way, no charming. I'm agnostic (halfling). All faction checks were using Dark Elf illusion. I raised VS faction giving braids to Capt. Rottgrime in the OT outpost. Started at max KOS to VS faction, and max Ally to Di`Zok.
~680 braids took me to Threatening with VS (right about the same time I hit max KOS with Di`Zok, from max Ally).
~920 braids took me to Dubious.
988 to Apprehensive.
1040 to Indifferent.
1088 to Amiable.
Without illusion, I still /con at Scowl with Outpost NPCs.
Just an FYI post, if anyone's considering doing this the long way.
Figuring one braid ever 2 minutes.. (which is a fast sustained pace after you figure in all the running around and goofing with turn ins). Thats 30 an hour. Thats.. alot of darn hours.

man I really took for granted the nec 'enslave death' or above charm, hammer took me 5 min...

You can buy puppet strings to get this as well. Luckily, I got mine when the faction rollover with VS was still happening from hunting in HS all the time.

also give faction increases with VS - but I'm thinking that braids would be faster for raising faction...

How did you turn in braids when threatingly? The guy faces a skeleton army which sees right thru Hide... Any trick to do it in-place I missed? (SoS doesn't count ~)

As of the same patch that changed the port in point of the hammer, you can no longer charm the guy for the quest. I haven't confirmed personally, but I already have one and several people have verified that it will no longer work.

Ya, charmed or sneaking = indifferently and you need to be higher than that (amiable).
Still pondering how to hand braids in while threatingly...

While you cannot open trade while hidden, you can finish trades while hidden. Just click off hide, get trade window up, and reactivate hide. It is pretty easy to do.
As a side note, I too did this from max kos to amiable as a halfling rogue. At level 65, I believe I earned at least 1 full AA from the doing this tedious faction quest.

A necro in my guild claims to have charmed him to get his OT hammer about 6 or 7 days ago.

You don't have to be amiable to Rottgrime to hand in braids, you have to be amiable to the foreman to receive the hammer. As far as handing in braids while KOS, just stand at a good distance to Rottgrime's side ever-so-slightly in the rear arc, drop hide, and hand in as many braids as you can carry before he paths to the other side of the marines' line. If after trying, you still are having trouble finding a spot to drop hide and turn in braids where the marines won't aggro you, stand at loc +2490, +2118.

And in the middle of that you should see a message saying you made a succesful turn in.

I was handing braids in using my dark elf mask and it was working fine. but this was a couple monthes ago now might have changed now.

sarnak ruins slightly NE of FM zoneline is a good place for braids..no running around, adds unlikely. 9 static spawns there, each of them has a chance of being a berzerker, and if your far clip plane >50, you should be able to see berzerkers roaming the hills nearby...

Depends on the race and religion. If you're a gnome, you might have no problem with a DE illusion but if you're a halfling, you're kos even with the illusion.

If you're having trouble with sneaking, you can always have someone lull the skellies for you. You can also hire a non kos newbie to hail captain rotgrime so his back is to you and you can turn the braids in.

I had some cash on me, got a 10-shot Puppet Strings for 10k (which, in and of itself is a STEAL). Used 4 charges, got my hammer, and sold the 6-shot Puppet Strings in bazaar for 9k.
So, for 1k I got my hammer...and I love the thing.
